APPOINTMENTS & HEARINGS:

Conservation Agent – Update on AmeriCorps & Pollinator Garden:

Andrew McManus, Conservation Agent was in attendance to discuss plans for the proposed pollinator/wildlife gardens to be constructed at the community garden property located on Route 130, Mashpee.  Two attractive demonstration gardens are planned on Town-owned land adjacent to the community garden plots.  In addition to the community garden site, smaller entry gardens will also be built at the John’s Pond Conservation Area which is a part of the Mashpee National Wildlife Refuge on Great Oak Road, and at the Pickerel Cove Recreation Area north of the parking area on Cove Road and Main Street.  The project will promote native pollinator species as the native honeybees are declining in population.  Signage will identify the plants and provide information on wildlife friendly gardening to enhance the overall interest in conservation.

During the week of May 20-26th, AmeriCorp volunteers are scheduled to assist the Town in the development of the pollinator/wildlife gardens.  Additional volunteers from the Wampanoag Tribe, the Friends of the Mashpee National Wildlife Refuge and others will provide assistance to develop the planned gardens.

Mr. McManus requested the Selectmen approve use of the Mashpee Community Park for the volunteer gathering.  Approximately 50-60 volunteers are anticipated to assist in the community service project.

It was explained the community garden site is the preferred site for the demonstration gardens.  It was noted that Environmental Landscape Consultants of Mashpee assisted the Town in the development process.  Funding for the consultant services, plantings and proposed kiosks would derive from the Conservation Department’s Acquisition of Lands Maintenance Account.

Native and appropriate non-invasive plants including flowering shrubs and perennials deemed good sources of nectar and pollen would be planted in the proposed gardens.  In addition to the pollinator boxes bluebird boxes would be located at the community garden site location.  Mr. McManus indicated there is also the potential to develop a small trail from the community garden site to the Community Park.

Discussion followed.  With the success of the community garden, it was noted the Town is seeking to expand the community garden at its site location.

The Position Vacancy Request for Administrative Secretary to the Conservation Department was presented to the Selectmen for approval.

Motion made by Selectman O’Hara to approve the Position Vacancy Request of Administrative Secretary to the Conservation Department at Step 1 of the intended pay scale.

Proclamation – Business Citizen of the Year – Frank Flanagan:

Selectman Richardson, Chair of the Board of Selectmen read aloud a Proclamation honoring Frank Flanagan for his service to the Town of Mashpee.

Motion made by Selectman Cahalane to approve the Proclamation as read into the record, and proclaim May 15, 2013 as Frank Flanagan Day in the Town of Mashpee.
Motion seconded by Selectman Sherman.
VOTE:  Unanimous.  5-0.

Mashpee Community Park Application – Mashpee Wampanoag Tribal Council:

Representatives from the Mashpee Wampanoag Tribal Council were in attendance to request the Selectmen approve their application for use of the Community Park on Saturday, May 25, 2013 from 9:00 a.m. to 7:00 p.m. for the Youth Sobriety Pow Wow.

It was explained the event has been held at the Tribal Council’s community center.  However, the center is under construction at this time.  Approximately 100 youth participated in the program last year.  Key note speakers will promote awareness and a free lunch will be served to those participating in the event.  It was disclosed that all applicable regulatory officials have signed off on the license application as submitted.

Motion made by Selectman Cahalane to approve the application of the Mashpee Wampanoag Tribal Council for use of the Community Park on May 25, 2013 as referenced.
Motion seconded by Selectman O’Hara.

NEW BUSINESS:

Eagle Scout Certificate – Aaron Jacobson Higgins:

The Board of Selectmen received communication announcing that Aaron Jacobson Higgins has completed requirements worthy of the rank of Eagle Scout.  In honor of this achievement, an Eagle Scout Court of Honor will be held on May 18, 2013 at the Christ the King Church.  Selectman Taylor indicated he would attend the service on behalf of the Board of Selectmen and recommended that a certificate be presented to acknowledge Aaron’s achievement.

Motion made by Selectman Taylor to recognize the achievement of Aaron J. Higgins, and prepare a certificate of acknowledgement.
Motion seconded by Selectman Cahalane.

Mashpee Town Charter Review Committee Designee:

The Board of Selectmen reviewed the applications considered for the composition of the Charter Review Committee.  In accordance with the mandates of the Town Charter, the Board of Selectmen shall designate two persons, and they need not be members of the agency to which they are designated.  

In addition to two letters of interest received from Richard Jodka and Dick Noonan, three members of the Board of Selectmen submitted letters of interest for appointment.  Upon review, the Board motioned as follows;

Motion made by Selectman Sherman to designate two members of the Board of Selectmen to serve on the Charter Review Committee.

Mashpee Town Charter Review Committee Designee: (continued)

Selectman Richardson, Selectman Taylor and Selectmen O’Hara submitted letters of interest in representing the Selectmen/Town of Mashpee on the Charter Review Committee.  Selectman O’Hara indicated that his schedule is demanding at this time, and he would step aside and withdraw his letter for appointment having noted that his voice would be heard with either appointed member of the Board of Selectmen representing the Charter Review Committee.

Motion made by Selectman Richardson to nominate Selectman Taylor to serve on the Charter Review Committee.
Selectman O’Hara seconded the nomination.
VOTE:  Unanimous.  5-0.

APPOINTMENTS & HEARINGS:

Human Services – Consultant Presentation – Final Report:

Virginia Thomas of Collaborative Research was in attendance to review the final report relative to the Mashpee Human Service Needs Assessment.  The report dated May 1, 2013 provides an assessment of both short-term and long-term un-met needs, barriers, and gaps in human services and also contains recommendations as to how to address the un-met needs in the Town of Mashpee.

Steering Committee members Gail Wilson, Ruth Elias, and Janice Walford were in attendance for discussion purposes.  It was noted that Selectman John Cahalane also served on the Steering Committee.

The Human Services Department of the Town of Mashpee is one of two Human Services Departments on Cape Cod.  In Mashpee, the department is comprised of a Human Services Director with administrative support received from a volunteer participant from the Senior Tax abatement program.

A community survey comprised of four major components; community issues, senior issues, emergency/crisis issues and awareness of services including the Human Services Department in Mashpee was distributed with 146 respondents.

Prioritized community issues included; positive youth development, substance abuse prevention, substance abuse treatment, health services for under-insured, child care/pre-school for children under 5 years, home health care, health education, job training/placement for adults, individual and family mental health counseling and anti-discrimination/racism prevention.

The top senior issues included health services, transportation, in-home support, affordable senior housing, assisted living and nursing home (skilled) care.

In the community survey, the crisis and emergency services ranking included child abuse/neglect, emergency shelter for children, domestic violence, elder abuse/neglect services and emergency health services.

Findings associated to the Human Service Needs Assessment prioritized increased visibility and community awareness of the Human Services Department, its location, description of services, how to access resources, qualifications for services and the processes and procedures of the department and agencies related to the Human Services Department.

Human Services – Consultant Presentation – Final Report:

Discussion followed with regards to the visibility of the Human Services Department in the Town of Mashpee and the need to promote increased awareness.  It was agreed that a pamphlet for the department and other human service related agencies should be developed and disseminated appropriately.  It was noted the Town website contains a directory of all human services which includes links to additional site locations applicable to this regard.

Ruth Elias the Human Service Committee Chair indicated the survey is a tool for her committee to determine what is practical to move forward.  It is the intention of the Human Service Committee to conduct a workshop and further, make recommendations to the Board of Selectmen.

LIAISON REPORTS:

Chamber of Commerce:  On Saturday, May 18th volunteers from the Chamber of Commerce are scheduled to conduct a clean-up in the area of Donna’s Lane and Industrial Drive.

Environmental Oversight Committee: The Conservation Agent attended the last EOC Meeting to discuss the pollinator garden project.

Schools:  It was announced the School Committee is now negotiating with Brian Hyde for possible appointment as Mashpee’s School Superintendent.
